Initial registration
The Queensland Studies Authority as delegate for the Australian Skills Quality Authority.
All schools that wish to offer vocational education must comply with the VET Quality Framework including the Standards for National VET Regulator (NVR) Registered Training Organisations and apply for registration as Registered Training Organisations (RTOs).
How to apply to the QSA
Ensure you comply with all requirements (see below), then complete the application form as well as the Self-assessment Tool. See the guide for advice. Application deadline is generally early August (see the senior education profile calendar) for start-up in the following year. No fees currently apply for Queensland schools.

You must send the application form, the Self-assessment Tool and the Fit and proper person declaration as electronic copies to the QSA.
Compliance requirements
Your school must comply with the requirements of the VET Quality Framework including the Standards for National VET Regulator (NVR) Registered Training Organisations.
QSA registration and approval processes
The QSA will conduct an audit (usually a site audit). If the result confirms your school is compliant with the current standards, the registration will be submitted for approval at the next QSA Governing Body meeting.
The application can take three to six months to complete.
Once registration is complete, you will be issued with registration documents, including a scope of registration that lists the qualifications, accredited courses and units of competency that you have been registered to deliver.
Once you have received your registration documents, you can begin offering the qualification/s or accredited course/s listed.
Within 12 months of registration, a post-initial (site) audit will be conducted to ensure that you are maintaining compliance with the current standards.
Period of registration
Initial registration is for 5 years. Renewals are for further periods of 5 years, as long as your school RTO continues to comply with the VET Quality Framework.
